Compliance Officer / MLRO
- Provide day to day compliance coverage for the DIFC office of Millennium, working closely with the SEO and the millennium Compliance Team
- Ensure that all communication and reporting requirements and responsibilities with the DFSA, DIFC Authority, UAE Central Bank/FIU, and any other applicable regulatory authorities are met at all times, including submission of DFSA Compliance and AML returns
- Advise on DIFC and other Middle East regulatory matters (including reports, enquiries and disputes)
- Ensure the firm has sufficient policies and procedures and that they remain up to date
- Train or organise the training of DIFC employees in all matters of compliance, AML and firm policies
- Analyse the impact of legal / regulatory developments in the UAE, including the DIFC, and implement necessary measures within the firm
- Perform core compliance functions, including the administration of the firm’s code of ethics and the implementation of all relevant internal directives, laws and regulations and assess compliance with these requirements.
- Monitor compliance with internal and external regulatory requirements and reporting any issues arising to Senior Management as well as Head of Compliance, EMEA.
- Collaborate with the Head of Compliance, EMEA, and Core Infrastructure departments such as Legal, Risk, Finance, Tax, Operations, HR and Technology
- Liaise with regulators to obtain necessary licences, authorisations and consents and making ad hoc notifications; process applications for the registration and withdrawal of Authorised Individuals
- Prepare for and respond to inquiries and audits from regulatory authorities
- Administer various governance functions and prepare and maintain appropriate books and records
- Keep current on recent compliance, regulatory, and legal issues, trends, and upcoming developments, including obtaining and making appropriate use of any findings, recommendations, guidance, directives, resolutions, sanctions, notices or other conclusions issued by the UAE government, any UAE government department, the FIU and any UAE enforcement agency, the Financial Action Task Force, the DFSA and the United Nations Security Council
- Provide periodic reports to Senior Management and Head of Compliance, EMEA.
- Act as the point of contact for any internal Suspicious Activity Reports and for the relevant UAE Authorities regarding money laundering issues.
- Review and sign off on Client Files as MLRO and advising Senior Management of any issues identified during the Client On Boarding stage.
- Participate in working groups and other projects as needed
- Strong regulatory background in DIFC and Middle Eastern markets, having held a registered position as Compliance officer and MLRO with the DFSA or FSRA
- Comprehensive understanding of, and experience working with, DFSA and DIFC rules and regulations and compliance processes and systems
- Experience in interacting with trading and core infrastructure groups; ability to build smooth working relationships
- Essential to have strong interpersonal skills
- Strong oral and written communication skills
- Broad product and industry knowledge
- Must be a quick learner, detail oriented; demonstrable thoroughness and strong ownership of work
- Able to multi-task and prioritise in a fast moving, high pressure, constantly changing environment; high sense of urgency; able to meet competing deadlines on a timely basis
- Team player with a strong willingness to participate and help others
- Strong Microsoft Word and Excel skills; Powerpoint experience would be a plus
